History

Harris County Improvement District No. 14 (the “District”) is a political subdivision of the State of Texas, created by legislation passed by of the 81st regular session of the Texas State Legislature on May 27, 2009, and operates pursuant to Chapter 49 of the Texas Water Code, as amended and Chapter 375 of the Local Government Code. The District currently consists of approximately 675 acres of land.

The District is located approximately 25 miles northwest of the central downtown business district of the City of Houston, Texas in Harris County. The District lies wholly within the exclusive extraterritorial jurisdiction of the City of Houston and within the boundaries of Cypress Fairbanks Independent School District. Access to the District is provided by US Highway 290 south to Mason Road. A secondary entry to the District will be through future Mueschke Road from US Highway 290.

Development of the District currently consists of 871 single-family residential lots on approximately 251 acres. As of March 31, 2025, there were 633 single-family connections (occupied and unoccupied homes), 144 homes under construction or in a builder’s name, and 94 vacant developed lots in The District. There are an additional 232 single-family residential lots under construction on approximately 78 acres.

Approximately 234 acres in the District are not developable. Homes constructed within the District have a price range of $400,000 to over $1,000,000 (including the lot).
